Transformed Eulerian Mean = a transformation of the equations of motion useful for assessing the role of eddies; a form of averaging of the equations that serves to eliminate eddy fluxes in the thermodynamic equation and collecting them together in the momentum equation, highlighting the role of potential vorticity fluxes. It also provides a natural separation between diabatic and adiabatic effects, or between advective and diffusive fluxes and, if the flow is adiabatic, a nice simplification of the equations.
